I hadn't planned on making any comment on the NEM. After years of working in planning and research, my considered opinion is that implementation is more important than planning. The future is more dependent on the ETP and GTP. The NEM (both parts) really work as a statement of general principles, and what we shouldn't do.
I think that too much credit, and too much of the blame, is put on the government - economies have a life of their own that can't always be legislated. The best thing the government can do is help the process along, and not screw things up too badly.
